Default What is the difference between new layer, rgb layer, and static layer?

What is the difference between, "add new layer," "create RGB layer," and "create static layer?"

Add new layer- create an empty layer you can add channels to
RGB layer- create new layer of all RGB channels
static layer- create new layer of all static (non-rgb) channels

Oh, cool. So "create RGB layer" will automatically attach all RGB channels to the layer.

If I understood this correctly, when I click "create RGB layer," it's supposed to automatically attach all RGB controllers? If this is correct, it does not work for my E680 E1.31 controllers. I have to "add rgb layer," then manually attach each controller to the layer.

This does not work on my machine either and I have added to the project system.
    Thanks
